BLS issues advisory on new ICAO-compliant photo rules for Indian passport applicants in UAE

Dubai — , the agency handling Indian passport services in the UAE, has issued an alert about updated photograph requirements following the implementation of new guidelines effective 1 September 2025.

Officials have clarified that applicants are required to wear dark-coloured attire during their visit to passport application centres. White or light-coloured clothing should be avoided as it may blend with the plain white background.

The photograph specifications include:

  • size of 51 mm × 51 mm (2” × 2”), in colour;
  • face must occupy 80–85% of the photo;
  • neutral facial expression with eyes open and mouth closed;
  • photo taken within the last three months;
  • no digital alterations permitted;
  • religious head coverings allowed only if the full face is visible.

Applicants can use photos from other studios that meet the standards. BLS also offers an on-site photography service, priced at AED 30.

Additionally, for children born in the UAE, the original birth certificate in English must be attested by the , if applying for a passport. BLS centres do not provide photography for newborn applicants.
